They have done the same here to me in Louisiana.  They want something for nothing and then they don't pay.  I found out who their client was and it happened to be one of my clients. (They sent me their client's order form, that's how I found out)  I called my client to discuss the situation.  I finally got in touch with someone at Eclipse that spoke English a while back and forced their hand to pay me.  They wired my money and after that, I refuse to do work for them.  I believe too, that they are not an American company.
