Joel, you are absolutely correct about differences in jurisdictional issues and Delaware County is the most difficult county in the State (PA) to work in. They don't adapt well to anything that isn't in bold print on their cheat sheets and would practically require a seminar to get their people up to speed on their misperceptions only to have another new person come back with the same non-issue rejects. We chased our tails the whole time.
