I have always felt that my liability is limited to the specific requests that appear on the order. I save a copy of every order that I receive in case someone comes back and claims, for instance, that they ordered full copies instead of pertinent page copies.
It sounds like they have figured out a way to scam companies out of extra money. I don't know if their court houses are on the internet, but if they are they should be able to save copies from that site to their computers without any additional charge except their subscription fee, if there is any. In this case I would search around for another company to do searches in that state. Possibly an independent title examiner would be more honest about fees. I realize it is probably a hassle to use multiple title examiners for one state but a lot of the time you can find one that will do searches in multiple counties.
Being a title examiner I can sympathize with you to a degree, but being an independent title examiner my sympathy is limited. Good luck in figuring out an equitable solution.
