They absolutely should be shut down and the principals charged with fraud because they have NO intention of paying for what they order.  After they receive the completed search, they will not answer email, snail mail and your phone calls will not be answered nor returned.  After dodging me for months, they had the audacity to send me another order for a cell tower search.  I responded to their request and told them that after they had absolutely refused to pay their past due invoices for months on end, they should know where their request was being "filed".
