I agree with Robert Franco. Providing copies with any report does take extra time and expense. Copies, even ones obtained on-line, are not free. It is my paper and my toner. The clients that expect free copies, can print them themselves if all they want to do is save money. I have a number of clients that tell me only get them copies of documents not available on line, they will retrieve the rest. That's fine with me. If they want to spend an employee's time to pull copies from a county site, let them. They are just spending money elsewhere

Also, think of the copies to a report like cheese for a burger. A burger cost X, a burger with cheese cost X plus. Nothing is free.
