In the first instance I gave, the county wasn't online. They had however been forced to sell all digital records in bulk to companies who put them online. Since the updates only cover changes from the last date forward, those companies are selling records with about six months of missing records. I doubt they even realize it themselves.Those companies are happy to just put the images online and claim it is the exact same as what can be found at the courthouse. The TOS tells a different story and places liability on anyone who agrees to it.
