Huh, whatta ya know?  I agree with Scott, again.  ;-)

If the images are available online, the client can get them for free if they want to get them.  If the client wants us to get them, why should we not charge for the service?  Why should I charge someone who requests copies of EVERYTHING the same as someone who only wants a copy of the current deed?  If my examiner has to take books apart, make the copy, and put the book back together, why should I not charge for his time?  It does take more time to get the copies, than to NOT get copies. 

And, Scott is absolutely correct about the "interest-free loan."  I'm not in the lending business, and I don't like having the risk of not getting paid on expenses that I had to advance.  If you are fronting money for copies at cost - you are ripping yourself off.
