Sadly I think I know exactly who your client is going to be on this one, I spent a good year of my life arguing about fees on this sort of product.
My general position is that anything we do in the land records is a current owner or more than a current owner, with the only caveat being that uninsured and insured products will often carry different fees--luxury or tailored products cost more simply because you're asking for us to accommodate a need, and the mere deviation from the status quo costs something, regardless of whether it's saving us time or fees or other things along the way.
Of course as you've pointed out the basics of a current owner search must be done to even begin ranking liens, so less money should be out of the question.
Now I've turned back on my position and I'm just sad that I know for a fact that several companies will give them a discounted rate on the sort of trash they're asking for, and they'll do a shitty job and lose the client after six months or so, but it'll still be six months a better outfit could've been getting the invoices. Such is searching.
