I think from what you're saying, San Mateo County must be a little bit "behind the curve" on this one.
From what I've seen,, MOST County and City Governments don't seem to like to "share" information or equipment with each other anyway. There have actually been "battles" between Bay Area Counties over the common geographical boundaries between counties, AND, with respect to zoning and use laws on lands contiguous to those boundaries but under different jurisdictions.
My thought would be this is probably not a federal project at all, but if San Mateo is lagging on it probably more than likely an after effect of old ABAG legislation/regulations that were not complied with, voluntarily.. The Association of Bay Area Governments proposed consolidating all those records on computers long before the internet even existed, mostly because a great deal of the information that was supposed to be in one County's Records system often times turned up in some OTHER County's Records system because they were simply filed in the wrong place. Things like Flood Control District maps, School District maps, Transportation District Maps, and quite a few public Utility location filings.Many of those special districts have nothing to do with the Counties or Cities except with respect to name, being entitiesunto themselves..
