Does the cliff overlook a beach?  If so, in Massachusetts we probably wouldn't be allowed up there in the first place.  Lots of lawsuits going on at the moment restricting access.  We would probably need someone (not me- I only like easy titles) to do some pro-bono title work establishing whether or not a right of way exists to the cliff top - then we could discuss jumping off.
