Source of Title Forums: Re: First American's New Background Check policy

I have been playing with this off and on today. I can't find anything, anywhere that states that "Title companies are now federally mandated to require background checks".

I would like to know where in the Federal Fair Credit Reporting Act (FCRA) or the California Investigative Consumer Reporting Agencies Act (ICRAA) or any other federal document that this new requirement is spelled out.

The other question put before me today by others: Does First American own these background check companies?
