I don't know of your area facts, but here in Michigan the "real push" for placing docs on the

internet was from the RODs and Clerks.  They felt the DEMAND from the people who may not have wanted to have to leave the house to do a SEARCH.   The real estate people and others forced them with pressure to not be the only one (county) who isn't on line.   The companies who developed the systems they had to buy/contract for were good salespersons.  I see no way that even if ALL in field abstractors had been banded together, that the "movement" would  not have been stopable because ot the publics' desire to see all their elected officials to appear to be up to speed with tech..
