Point well made, George... You are correct. Those requirements, I imagine in most cases, have to do with safety, ability to do the job, etc. A government requirement that says to enjoy the right to legally marry you must wed someone of the opposite sex is a slightly different situation. No one but the people entering into the marriage (and their respective families) are impacted by a couple's decision to marry (as in, it's no concern of anyone who does not know them personally)...
