"Index Date" refers to the date through which the county certifies record entries;
"Completed Date," "Effective Date" and "Current Through Date" (also referred to locally as "Cover Date") is the last date on which the searcher examined the records.  As a rule of thumb, I find out the county's "index date" and backdate it one day, using that as my "Cover Date."
