I have ran into that in a few counties. Usually a quick conversation with the Recorder can clear that up. One county had me sign a paper I would not "sell" the documents. One county ask me to pay a $25 fee. And there is the odd county that you just can't deal with. Usually if you check state law, even in PA, they can not prohibit you from photos of public records. It's just a bad foot to start on if your going to be in a CH for a while
