The effective date is the date the county clerk or recorder's records are "good through".  The date completed is the date the abstractor completed the title search.  I hope that someone is training you.  This is not that complicated.  Whoever completed the title search fills in the county effective date from what is posted for that county and can only be changed by that county as it processes the submitted deeds, mortgages, etc.
