It is certainly possible.  All your client will need to do is to build a title plant which, today, may be completely digitized.  Then, buy the data from all of the 3,000+ county clerks, recorders, courts, or other keepers of the public land records, and they'll have a fine website.

 I'm not trying to be a smart aleck, Chris, and I don't know the scope of your client's ambition.  But, I think you pretty much need to buy the information, or do a ton of work gathering limited data, in order to offer a worthwhile amount of information from your client's website.  Keep in mind, as well, that anything your client obtains for free is also free to the general public.
