      Have you tried going through your local magistrates office?  That's what I had to do.  It is a bit of a lengthy process (roughly 3 months)  but I finally did have the wages garnished and  was awarded the money they owed me.  Here in WV, I had to file a civil summons, then a default judgement and finally the sheriff executed a writ against their bank that froze their assets until I was paid.  Best of luck to you!
