Hey Gina. The rule is that the company needs a primary licensed abstractor, and each office that does abstracting requires a licensed abstractor. So closing offices don't need an abstractor unless they are abstracting at that office also. But all closers in the office may need to be licensed, depending on what the company's title insurance underwriter requires.
A licensed abstractor is needed for each location where you have an office that does title abstracting, so one licensed abstractor cannot be used for two counties where you abstract titles.
