I have never had that request before, however I also charge a bit more for paying for my clients copies in advance of payment from them.  I also agree that if they want to pay for them themselves then they could get the counties rate and not my rate.  I too have quite of few clients and pay for all of their copies up front and then have to wait 30 to 60 days to be reimbursed so I don't feel that mark up is unwarranted.
