This is called "Standing".. you are the licensed professional.. 

Sign an affidavit of fraud, under penalty of perjury of your findings and hand it to her so the attorney general for the state can go investigate it. Remember, the state does not hand out licenses like candy.  IT IS YOUR DUTY TO REPORT IT.
