Well George if it's online then it's open to everyone offshore too. Counties that charge subscriptions or copy charges manage to keep the offshore companies at bay. In my 24 years in the biz we've found that offshore companies won't pay subscriptions and shy away from counties that charge for copies. That may be a NALTEA talking point to bring up to our illustrious government officials.
