How will requiring licensing help keep them "offshore" when all the RODs have made there operations possible? They get by without needing any boots in the CH. Those ROD's/clerks just hate having any foot traffic cluttering up their offices when they can just shuck the access to the "Public reocrds" off to some tech company that charges us to have a look at them.
