I appreciate your input, David, but again, my customers do not set my prices--I do.  I'm not in the business of making interest-free loans, which is basically what it comes down to, because the county expects me to pay for those copies at the time they are provided.  Not at all a "minor issue" as far as I'm concerned.  Bottom line is that my company does not furnish copies at cost, period.  It's just as easy for them to order their copies directly from the county as it is for them to check and verify the charges.
