He is is PA.  He mentioned he has more copies for them as he ordered a file from storage and thinks he might have to make even more copies when it comes in.  I guess he is going to have to count how many copies they don't want, add the new ones and do a new bill, much to his regret.  Doesn't seem right or fair!
