$35 were 1990s fees.....you are probably definitely hurting yourself and others with that fee.  Of course, I'm not in PA and in Texas we have to travel a distance between counties.  I just don't know how you can make a good living, which you deserve because you took the risk to start a business and pay all the businesses expenses, extra taxes, all the extra wear and tear on cars etc.  My medical insurance went from 277 a month in 2008 to 528 raising to 578 next year.  How can you do that?
