Thanks for all the responses, guys. My main concern is with the statement that:
"I will not be able to cut any checks for work you have completed until this form has been sent back and verified with the IRS."
This particular company sends a decent amount of work and, up to now, has been a good payer. I normally wouldn't have an issue with complying with such a simple request. I'm not hard to deal with in that regard. That said, being bullied into compliance with the threat of not being paid for work I completed in good faith really grinds my gears. Plus, I don't think that's strictly legal. I really don't want to have to sic my lawyer on them.
