Is this vendor located in your state? I know that I get requests from out of state vendors for items that do not exist or are not public record in Virginia all of the time. We don't have foreclosure dockets, death certificates are not public record, etc. Different states use different terminology and that also causes confusion. Have you called the client to clarify the issue?

If you think that the vendor only wants a limited search, then put a disclaimer in your notes to the client stating "Per client instructions..." only this court's records were searched, or that this court's records were not searched.
