According to the Texas Department of Insurance, a foreign or alien business may not engage in the business of Title Insurance including transacting or proposing to transact any phase of title insurance including title examination or making a guarantee or warranty of a title search without an approved Certificate of Authority from the Texas Department of Insurance.
