Then why -- out of the 50+ active clients I have -- have none of THEM asked for a background check?  Why is it only ServiceLink? 

 I understand the knee-jerk reaction of the government following the crash.  I understand it -- doesn't mean that I believe "government intelligence" has changed into something other than an oxymoron. 

And what exactly will a background check tell them about an abstractor?  Even if someone is a convicted felon, that doesn't mean they can't put together an abstract report.  What are they going to do?  Publish it in the newspaper?

This whole thing is more government intervention in action.
