some here are doing it.. it is legal, the legislature made it possible years ago.. and no, many are not rural.. but with e-recording, the county employees have more time.  I'm not sure who is ordering.. but thru the data practice act, I'm trying to get lists of those that are ordering - but the county attorneys are making us fill out forms to get the info.. and it's a battle to get the info from them - we have abstractors in every county and it's getting wrong when they are a direct competition and pay no taxes.. or anything for their services... the counties in questions have the same systems as some online counties, however, they refuse to "put theirs available online", because "we abstract here".. I traveled to one particular county (my abstractors don't like to confront the problem, but I will) and had a face to face and that was the answers I got from the county recorder/registrar..
