Not sure about legal size pages because we scan only letter size, but we have 3 HP Scanjet Enterprise Flow 7000 S2 that scan about 45 ppm.  You do need to hunt around a little to get a good price.  Got mine for about $85 a piece.  We also have 4 HP LaseJet P1102w printers.  Toner cartridges run $65 to $80 but will print 3500-5000 pages per cartridge.  Got them at Office Depot for about $175 each.  Hope this helps.
