Just say it -  Conflict of Interest.  

 Is  the  R and R   funneling  title searches  to his   or her   company?

What county?   I'm guessing  Cambria.  

Not sure if what is going on is illegal, but it sure seems unethical.  

The R and R  is only  required to be in the office   for  very   limited amount of time.

A prime example of this is  how  the R and R   Jefferson Co.  has treated  her job over 5 or so  terms like a hobby. LOL - she goes sopping in Clarion  during the  work day.

A past  R and R  in Cameron  Co, held a full time  job outside the courthouse. 

I am  guessing the powers to be  could  not care less  as long as  the county work is being done.  After all the clerks  really do all the work.   

I think it would all boil down to if the R and R and is  using his  or her position to get title work., and if  county work is not  getting done.
