Always keep the original order sheet from them to prove that copies were not requested.  I always get pre-approval first with them before I go and get copies that were not requested the first time and include a copy of their order sheet showing that the copies were not requested.  This has happened to me before too, you just have to cover your back and get approval first and refuse to get the copies if you don't get it in writing that the costs were approved.
