I think it may depend on how large a company you are and how much clients typically owe on their accounts.  A larger company can afford to chase a company across state lines.  Smaller companies generally aren't owed enough to retain out-of-state counsel to sue or to collect a judgment.  It just isn't worth it.  
I understand where Steve is coming from, and its not a bad way to handle it.   I used to feel like that, although we still had a few good out-of-state clients I was very particular about picking up a new one that wasn't well-known and very established.
