A few months back, there was a story in the Pittsburgh Post Gazette about use of cell phones or cameras to photograph public docs free of charge. I don't remember the specifics but the article said that any public document held by any municipal, county or state office available to the public in which a copy could be purchased for a fee can be photographed free of charge. It said it falls under the PA Open Records Law. Beaver County has signs on the walls that nothing can be photographed and I haven't myself needed to take any pics but would without hesitation. All the other offices I use allow me to take pics with my phone for anything.
