To add: CT has 169 towns, each with its own Town Clerk responsible for the integrity of the Land Records and the Town's INCOME through the Town Clerk's office, much of which is generated from copy fees. "Free" to look.
Do you want to pay the $20 (unlimited scanning for the day) that the Town Clerk asks for? If you're a one-time homeowner trying to save $2 ($1 per page printed copy fee, say the cost to print a 2-page deed from the Land Records) by secretly taking a photograph, maybe? If you're a title searcher who has to work amicably with 169 Clerks to earn a living, personally I think it is a stupid idea. Get caught - on the bad side of one Clerk and at the next State town clerk's meeting, your name and what you did may come up in casual conversation.
The worry: Try to change CT's law, an income hungry state, and you find yourself with telephone apps, cameras added and, for good measure, the State ups the fee to $30 or even $50 dollars. We're an FOIA state ... Freedom in CT doesn't mean "Free."
