In Connecticut they have actually created a bill in the Freedom of Information Act stating that the Town Clerk's can charge up to 20.00 to use a hand held scanner.  Most recently we have had debates regarding the use of cell phone apps.  The Town Clerk's do not understand it at all.  It again states they can charge "UP to 20.00" not that they have to charge 20.00.  So now many Town Clerk's put in camera's in the vaults and its completely out of control.  I'm not sure how they could get away with charging to take pictures of public documents.
