Missouri has a similar statute already.  Those issuing insurance must use a title plant, however there are several counties without title plants when the great real estate market collapse took out several of the companies that had those title plants.  There are a few exceptions to the statute but most national clients are totally unaware of the Missouri Title Plant Law.
