That makes sense.  Although I think the recorder's offices around here contract with their software providers with a per page element to the pricing, so there is still some rationale for charging per page.  Of course, it is likely that the only reason that those contracts are negotiated that way was because that is how the recorders charged the public.  Maybe all of those will need to be renegotiated at some point, too. 

I'll have to look into that a little more.  Now I'm curious.
