Fee plus costs.  When title companies are used to comparing apples to apples for a long time, if they see a slightly higher fee for a full because copies are included, it leads to misunderstanding.  Also, they're going to have to split it up anyway - eventually. 

 The overwhelming feeling I have, in vendor management, when we ask for a full we want to know what the base price for a full is :)
