A few years ago when the Recorder in Clinton County in Ohio was thinking of upgrading or changing their computer system, she actually talked to the examiners first to see what other counties had, which ones we liked, etc. Then she took the info that we gave her to find a new system. Unfortunately it doesn't usually happen that way. It's almost like the Recorder wants to keep it top secret that they are switching systems until the day that it goes live. And unfortunately more often than not the company that is picked to provide the new system is the result of a "political favor or promise"; it's not based on which system will actually work the best.
