In general, Kevin, you are right. Federal legislation would help to keep manufacturing and of course that also means technical jobs which manufacture information, here in the United States. Personally, I do not think this problem will be legislated, whatsoever, in favor of american citizens. There is too much money at stake for the big corporations. This is why I am trying to start a new carreer in a service oriented industry.
But as far as this discussion forum is concerned, this is a local issue. The records being used to outsource are only available at county(not federal) courthouses. In this instance each citizen should call, write, email his/her local state rep and state senator to sponsor a bill to not allow internet access to the title/land records. Security and privacy issues can be stressed as well as the outsourcing issue. No internet access means no outsourcing. For this industry, simple solution to a very complicated problem. Even I who am not political at all personally know both my rep who represents two towns and my senator who represents 3 or 4 towns.
