In the Arizona case it was the AZ secretary of state that was selling the documents through the official website. This was also the case last week for the California Secretary of State.
By pulling the plug I mean these agencies broke the links that made it possible to view the documents online. As far as I know the indexes are still online and I don't really have a problem with that. The indexes are truly created by the government and under FOIA documents created by the government are supposed to be readily avalable to the public. Unfortunately, most state and county offices are quicker to publish our documents online than they are to publish their own.
