I agree with Kevin. It sounds as though the state may be taking a harder look at the title company/independent contractor relationships and determining that in some cases it is really an employer/employee relationship. In that case, the title companies may be required to withhold taxes and pay into the workers' comp system. If the feds take the same approach it could mean paying into Social Security, as well.
Either way, though, I don't think that the burden will fall on the abstractor.
