The idea for a portable scanner is not an intent on my part to defraud or steal any services from any one.  It is simple an attempt to provide more efficient services to my clients.  The county which I provide service in requires us to make our own copies using their copiers.  We are charged for each copy we use.  This will remain the same.  I am simply looking for a means to scan these copies, type up the report and e-mail or e-fax to my client directly from the county records room.  I don't see any laws violated by doing this.

I appreciate and respect your advise regarding theft of services.  I have already confirmed with county officials my intent and no one has any problem with my plan.  But, I think I will also request something from them in writing just to be safe.
