HAMP does not provide funds to take care of delinquent payments. It provides a modification that adds the missed payments into the total balance due and reduces the interest rate to make the payments more affordable - it does provide relief from late fees and penalties. So, generally speaking, after modification the homeowner owes more than before, but it brings the loan current to stop foreclosure and hopefully makes the payments low enough that the homeowner can afford to keep the home.
